Concept of Work
This Career Group provides
career tracks for librarians,
archivists, and library
assistants
performing agency-wide or statewide library services for employees and
others served by the agency. Employees perform duties ranging from entry
level to management. Some employees may require professional librarian
certification in accordance with the Code of Virginia 42.1-15.1.
Roles Comprising This Group
These roles describe the
collective characteristics of the work performed by employees in the Library
Services Career Group. The roles
define the typical career paths for employees who pursue careers as library
assistants, librarians, or
archivists.
Although all of these occupations are library specialists,
each warrants a separate career track. Each of these career paths requires
different knowledge, skills, and abilities and would not naturally lead
to the other for career progression. However, a role for each of these
occupations represents different levels of work, or career progression.
Career paths may exist within a single role, extend to other roles in
this Career Group, or to roles in other occupationally related Career
Groups.

Library Specialist I

This Library
Specialist I role is a career track
for the library assistant
who provides assistance in archival,
historical, library, records analyst, or administrative services. Duties
range from routine to those that are varied and of advanced difficulty
and include patron services, research or reference, acquisition and preservation
of materials, copy cataloging or description, preparation of finding aids
and guides, writing and editing, and records access and retention.
Library Specialist I
COMPLEXITY

- Applies knowledge of library or archival operations and processes.
- Demonstrates skill in customer support and training.
- Applies knowledge of general support activities for general
library and/or archival operations; and federal, state and local
policies and procedures.
- May require experience with library/archival technology applications.
- May require knowledge of foreign languages.
- May provide frequent public contact to provide information and
direction.

- Materials and services are readily accessible to patrons and
staff.
- Collections are maintained according to library/archival conservation
and preservation standards.

The Library
Specialist II role provides career
tracks for librarians
and archivists whose
expertise levels range in difficulty from entry to advanced level. Duties
include patron services, research or reference, acquisition and preservation
of materials, cataloging or description, preparation of finding aids and
guides, writing and editing, records access, retention, and disposition.
Employees’ responsibilities range from administrative and technical duties
in an agency’s library or archives to providing professional services
in a specialty area; or serving as the highest professional for a small
library or the principal subdivision of a larger library.
Library Specialist II
COMPLEXITY

- May require library/archival management experience.
- Applies knowledge of federal, state & local policies and
procedures.
- May require professional librarian certification.
- Applies knowledge of support activities for library/archival
operations.
- Applies knowledge of library/archival technology applications,
to include networks, technical services, and administrative environment.
- Contacts include general public, vendors, and/or government
officials to provide library/archival information and/or assistance.

constituency according to statutory and regulatory requirements.

conservation and preservation and/or archival/museum standards.

Specialist III role provides career
tracks for the librarians
or archivists
who are experts or supervisors responsible for agency-wide or statewide
programs in archival, historical, library, records analyst, or support
services functions. Complex duties may include coordination of programs,
consultation in a specialty area, or supervision of one primary program
at the considerably difficult level.
Library Specialist III
COMPLEXITY

- Progressively responsible library/archival or program management
experience.
- Applies knowledge of specialized subject area, project management,
and/or supervision.
- May require knowledge of consultation theory and practice, and/or
program management and evaluation
- Applies knowledge of federal, state and local policies and procedures.
- May require professional librarian certification.
- Experience with library/archival technology applications.
- Contacts vary from internal to national and international to
provide professional information, consultation, and guidance.

The Library
Manager role provides a career track
for managers responsible
for leadership and creativity in two or more primary programs including
archival, historical, library, records analyst, or support services functions
and serves a statewide constituency. Considerably difficult duties may
include establishing and monitoring guidelines, policies & procedures,
production schedules, and overseeing specific technical and administrative
program functions.
Library Manager
COMPLEXITY

- Progressively responsible library/archival and/or program management
experience.
- Applies knowledge of specialized program area and management
of people, resources, and programs.
- May require professional librarian certification.
- Applies knowledge of federal, state and local policies and procedures.
- Experience with library/archival technology applications.
- Contacts vary from internal to international to provide program
and management information, consultation, and guidance and to
interact with professional organizations.
