Concept of Work

This Career Group provides career tracks for employees who support and/or manage media, exhibit and production services including costume design/construction, theatre production, photography, digital imaging, graphic communications, fabrication and maintenance of exhibits, and/or provision of television, film, audio visual and video services. Employees perform duties ranging from entry to management roles.

Roles Comprising This Group

These roles describe the collective characteristics of the work performed by employees in the Media & Production Services Career Group. The roles define the typical career paths for media and production specialists, who pursue careers such as costumers, graphic artists, photographers, television/radio/video production technicians and specialists, audio/visual technicians, and exhibit preparators.

Although all of these occupations are media and production specialists, each warrants a separate career track. Each of these career paths requires different knowledge, skills, and abilities and would not naturally lead to the other for career progression. However, a role for each of these occupations represents different levels of work, or career progression. Career paths may exist within a single role, extend to other roles in this Career Group, or to roles in occupationally related Career Groups.

These roles are distinguished based upon the Compensable Factors of Complexity, Results, and Accountability and are used for position classification. These factors should be used for classification and compensation analysis. Media Specialist I

Pay Band: 2

The Media Specialist I role provides a career track for audio tape technicians and those performing similar responsibilities for reproducing tapes, maintaining and repairing tapes, and equipment maintenance. Duties range from entry level with little variation and may include duplication of tapes, logging receipt of new materials, maintaining supplies and equipment, to more complex responsibilities of training and overseeing the work of volunteers and/or students.

Media Specialist I

COMPLEXITY

  • Applies knowledge in the use of tape duplicating equipment.
  • Ability to maintain tape-duplicating equipment.
  • Provides resource materials for designated programs through volunteers, staff, vendors, and sub-regional libraries.

RESULTS

  • Clear quality tapes that meet applicable standards and functional equipment.

  • Judgment and decision-making within clearly defined procedures.

 

Media Specialist II

The Media Specialist II role provides career tracks for costumers, graphic artists, photographers, exhibit preparators, audio/visual technicians, and production and media technicians and specialists whose duties range from entry-level to advanced-level. Duties include costume design; theatre, radio, audio/visual, TV/radio production; photography; illustrative art work; film developing; design and production of graphic products; fabrication and maintenance of exhibits; announcing and producing live and/or taped radio programs, operating radio broadcasting equipment, and leading staff.

Media Specialist II

COMPLEXITY

  • Applies knowledge of art history; theatre, radio, audio visual and TV/video production; illustrative artwork; graphic materials and design and production techniques; exhibit fabrication and conservatorial techniques; costume construction; digital imaging; and/or photography, including all technical aspects.
  • Installs, maintains, and integrates a variety of workstations and systems (i.e.: digital audio/video capture, manipulation, editing, compression, and multimedia authoring).
  • Installs, maintains, and update application software and hardware.
  • Provides technical advice, information or logistical specifications; establishes details of programs/exhibits; and/or obtains materials/equipment/ services through contacts with students, faculty, internal staff, vendors, donors, and volunteers.

RESULTS

  • Successful production of quality projects and the efficient use of resources.
  • Quality standards as set by the industry or department are met.

ACCOUNTABILITY

  • Some independence in decision making in completion of projects.
  • May lead staff. Supervision of others is limited.

The Media Specialist III role provides a career track for employees whose expertise levels vary from advanced level to supervisory. Duties may include photography and complex photo or image reproduction programs; graphic and/or web page design; design projects and promotional objectives; supervising production and maintenance of exhibits; developing stage and set designs; gathering, reporting, announcing, and producing local and state information stories for broadcast; and producing multi-media programs.

Media Specialist III

COMPLEXITY

  • Applies knowledge of costume construction & stage/set management, photography, digital imaging, web page services, illustrative and graphic art, multi-media production, and/or exhibit design, fabrication, and maintenance.
  • Provides technical advice, information or logistical specifications; may recruit volunteers, students and donors; establishes details of programs/exhibits; and/or obtains materials/equipment/ services through contacts with the public, students, schools, faculty, other local/state agencies, private entities, media, donors, volunteers and vendors.
  • Identifies and resolves hardware and software interface problems in individual workstations and within the media production system.
  • May require knowledge of contract procurement principles, project management and/or budget development.

  • Effective and efficient agency promotional, publication, and communication programs.
  • Client needs are determined and met.
  • Agency goals and image promoted and enhanced.

The Media Manager I role provides a career track for managers responsible for directing major exhibit and gallery projects or complex graphic design programs. Duties include leadership and creativity in managing: a department that plans, develops, coordinates, and monitors the production of multiple concurrent exhibits and gallery projects that meet aesthetic and conservatorial standards as well as time and budget allowances; or, complex graphic design programs that develop and produce informational, instructional, and promotional publications or related materials.

Media Manager I

COMPLEXITY

  • Applies knowledge of exhibit and/or web design and construction and maintenance; conservatorial standards, principles and practices; or comprehensive knowledge of graphic design, art theory, advertising, and printing production processes.
  • Applies knowledge of the state bid procedures.
  • Considerable skill in operation of related computer software/ hardware.
  • Demonstrated ability in fiscal and resource management.
  • Demonstrated ability to simultaneously supervise and monitor internal and external workers.
  • Demonstrated ability to analyze and resolve exhibit or graphics problems.
  • Demonstrated ability to effectively monitor programs and practices.
  • Determines project objectives and timelines and ensure completion through contacts with staff, vendors, authors, editors, contractors, designers, architects, and exhibit fabricators.

The Media Specialist IV role provides a career track for producers and/or directors whose responsibilities involve the supervision of staff in a department that develops, produces, and directs multi-media programs/exhibits.

Media Specialist IV

COMPLEXITY

  • Demonstrated ability to manage multiple projects, edit, design and produce multi-media programs.
  • Applies knowledge of contract procurement principles, project management and budget development.
  • Applies knowledge of multi-media production techniques, principles and procedures; exhibit fabrication and maintenance procedures; and mass media research and ratings information.
  • Determines production needs and obtains equipment and services through agency staff, general public, talent companies, agents, clients and vendors.

The Media Manager II role provides a career track for managers responsible for providing leadership and creativity in directing multi-media services used by state agencies for promotional, educational and informational purposes. Areas of responsibility include state distance learning programs and/or graphic communications.

COMPLEXITY

  • Applies knowledge of the principles, theories and techniques of multi-media production.
  • Applies knowledge of project management, marketing and fund raising, client negotiation strategies, grant proposals, and distance learning practices.
  • Applies knowledge of commercial printing requirements and state bid procedures.
  • Determines project and production goals and equipment specifications through contact with agency administrators, clients, and vendors.
