Concept of Work

This Career Group provides career tracks for instructional assistants, teachers, instructors and organizational development specialists that provide support for, or design and deliver, and training and educational services to designated populations. Duties include developing and implementing organizational and employee development strategies and interventions which may include developing curricula, writing lesson plans, developing broad range programs to meet the needs of a diverse population, managing training and organizational development programs, contracting services and developing budgets. Employees’ responsibilities range from support level for specialized training to director level in management roles. Employees may require professional school personnel licensure in accordance with the Code of Virginia 22.1-298.

 

Roles Comprising This Group

These roles describe the collective characteristics of the work performed by employees in the Training and Instruction Career Group. The roles define the typical career paths for employees who pursue careers such as Instructional Assistants, Teachers, Instructors and Organizational Development Specialists.

Although all of these occupations are responsible for teaching or training, each warrants a separate career track. Each of these career paths requires different knowledge, skills, and abilities and would not naturally lead to the other for career progression. However, a role for each of these occupations represents different levels of work, or career progression. Career paths may exist within a single role, extend to other roles in this Career Group, or to roles in other occupationally related Career Groups.

These roles are distinguished based upon the Compensable Factors of Complexity, Results, and Accountability and are used for position classification. These factors should be used for classification and compensation analysis. Recruitment and selection standards must be based upon knowledge, skills, and abilities as indicated in the Employee Work Profile.

 

Trainer and Instructor I

The Trainer and Instructor I role provides career tracks for Instructional Assistants that ranges from entry level to lead worker/supervisor responsible for providing support to training and instructional staff and/or delivering instructional training. Duties include assisting with the implementation of course curricula and lesson plans; providing course registration and administration; assisting with or providing computer-aided instruction and testing; setting up classrooms and laboratories; assisting with the reproduction and distribution of course materials; or supervising the daily operation of a large center or laboratory complex that supports student learning.

COMPLEXITY
  • Applies knowledge of the specialty area or subject material.
  • Applies knowledge of instructional methods for youth, adult learners, and/or special populations (e.g., disabled or at-risk).
  • Applies knowledge of the operation of audiovisual and laboratory equipment, and of media and computer-aided instructions.
  • Applies knowledge of facility and staff to develop and coordinate training schedules.
  • Contacts include students and staff to provide instructional information and material.
RESULTS
  • Increased knowledge and improved skills of class participants.
  • Instructional centers or labs properly equipped and safe.
ACCOUNTABILITY
  • Some independence of action within clearly defined guidelines and procedures.
  • May lead or supervise student workers or volunteers.
  • Responsible for effective management of the classroom environment and student behavior.
 

Trainer and Instructor II

The Trainer and Instructor II role provides two separate career tracks for technical instructors and teachers responsible for providing a variety of training, instruction and student services to employees, students, and/or clients. The first career track is for employees delivering or coordinating technical training or informational/instructional classes. The second career track is distinguished from the first in that teachers’ licensure as prescribed by the Code of Virginia is a requirement. Duties include the design and development of course curricula and lesson plans; delivery of instruction; student/client testing and evaluation; student, career, and organizational development, counseling and assessment; student support services; facilitating teams; program evaluation; and marketing and/or promotion of training programs and services.

Trainer and Instructor II (Technical)

COMPLEXITY
  • Applies knowledge of specialty area(s) of training and of broad range of training methodologies including accommodations and strategies for special populations (e.g., disabled or at-risk).
  • May require knowledge of needs assessment, program evaluation, and program eligibility.
  • Applies knowledge of youth and adult learning theories and principles in curriculum development and delivery of instruction.
  • May require certification in assigned area of expertise.
  • Contact with state and local employees; students; volunteer organizations; community resource, medical or human services professionals; and general public to provide training, information, and/or instruction.
RESULTS
  • Enhanced knowledge and increased skills of participants.
  • Enhanced and improved social, physical, economic, vocational, and psychological well being of clients with disabilities.
  • Participants receive education or training that may enable or provide certification.
  • New training modules or programs are developed and presented.
  • Student enrollment levels are maintained within prescribed limits.
ACCOUNTABILITY
  • Independently responsible for development and/or presentation of training/ education materials.
  • Evaluates effectiveness of training/class objectives and materials and determines program changes and direction.
  • May determine participant eligibility for credentialing.
  • May be responsible for meeting state and federal accreditation standards.

Trainer and Instructor II (Licensure)

COMPLEXITY
  • Applies knowledge of specialty area(s) of education/student services and broad range of educational assessment and training methodologies including accommodation and strategies for special populations (e.g., disabled or at-risk).
  • Current licensure in assigned area of expertise required.
  • Applies knowledge of human development, youth and adult learning theories, assessment and evaluation, and special populations (e.g., disabled, at-risk, etc.).
  • Contact with local school systems, students, parents, state and local government officials, volunteer organizations, business/industry, and general public to provide educational services, instruction, internship experiences, information, reports, and/or to market programs and services.
  • Develops and implements curricula and lesson plans per established accreditation, licensure, and/or other educational regulations and standards.
RESULTS
  • Enhanced knowledge, skills, and/or credentials of students.
  • Students receive education that may enable further education or employment.
  • Students receive educational and developmental guidance and support.
  • New training modules or programs are developed and presented.
  • Student outcome data reflects the impact of training programs and services received.
ACCOUNTABILITY
  • Independently develops and presents educational materials and provides student services.
  • Evaluates effectiveness of objectives and materials and makes appropriate changes.
  • Determines student passing/failing and eligibility for graduation.
  • Responsible for application of state and federal laws, regulations, and accreditation standards.
  • May lead or supervise student teachers from an accredited university or other approved program participating in an internship, affiliate, or practicum experience.
  • May assist in follow-up/outcome studies of former students for continuous quality improvement of the educational environment.
 
These two roles provide a dual career track for the teachers and instructors.

Trainer and Instructor III

The Trainer and Instructor III role provides career tracks for the employee performing at the advanced level of expertise. Employees are responsible for coordinating and determining training or organizational development needs and services for an agency, or a geographical division of an agency responsible for several dispersed facilities, or outside entities.
COMPLEXITY
  • Expertise in defined area of training responsibility.
  • Applies knowledge of teaching aids and techniques.
  • Applies knowledge of project management, group facilitation, and consultation.
  • Applies knowledge of budget development and administration.
  • Applies knowledge of business needs assessment and analysis, and management principles and practices.
  • Applies knowledge of adult training and development, program management, curriculum development and evaluation methodology.
  • Applies knowledge of needs assessment, change management, and program evaluation.
  • Applies knowledge of program administration.
  • Applies knowledge of adult training methods, program management, and curriculum development and evaluation methodology.
  • Responsibilities include diverse tasks that may include training consultation, policy and procedure development, training provision, oversight of certification programs, supervision of staff, budget development and monitoring, conducting business needs assessment, research and analysis, project planning, program and organizational development evaluation, and consultation to senior administrators.
  • Frequent internal and external contacts to plan, develop, and deliver training programs and organizational development initiatives to participants.

Training and Instruction Manager I

The Training and Instruction Manager I role provides career tracks for training managers with responsibility for determining organizational performance or development needs and services; and planning, developing, and implementing agency-wide or statewide training programs and/or initiatives in an agency that may be geographically dispersed. Duties include conducting research, needs assessments and analyses; initiative or program development; monitoring, and evaluating; project planning; budget development; staff supervision; and consultation to senior administrators.
COMPLEXITY
  • Applies knowledge of adult training and development, program management, curriculum development, evaluation methodology, needs assessment and analysis.
  • Applies knowledge of management principles, practices and budget development and administration.
  • Plans develops and directs training programs and organizational development initiatives through contact with the public, students, schools, faculty, other local/state agencies, private entities, media, donors, volunteers and vendors.

Training and Instruction Manager II

The Training and Instruction Manager II role provides career tracks for training managers who direct diverse programs and specialized, comprehensive training activities statewide or in an agency that is geographically dispersed and provides instructional services to localities or outside entities. Complex duties involve the planning, directing, implementing and evaluating training functions for agency staff and external customers; establishing and monitoring goals and performance standards for training programs; and may include managing the operations of a training facility.
COMPLEXITY
  • Applies knowledge of adult training and development, program management, curriculum development, evaluation methodology, needs assessment and analysis.
  • Unusual difficulty related to the planning, development, implementation, evaluation of diverse programs and the management of facility operations.
  • Plans and implements diverse training and education programs through contact with local/state/federal agencies, vendors, government officials and appointed boards.
  • Develops and monitors budget for programs.
