Concept of Work

This Career Group provides career tracks for administrative specialists, supervisors and managers that perform, manage, or direct a variety of administrative and business functions, such as budget, finance, facilities, procurement, information technology, office services/systems, and human resources. This Career Group also provides career tracks for executive managers whose responsibilities are so diverse (administrative and operational) that they cannot be classified in any other career group. Employees perform responsibilities that range from administrative specialist role to executive management role.

Roles Comprising This Group

These roles describe the collective characteristics of the work performed by employees in the General Administrative Career Group. These roles define typical career paths for employees who pursue careers such as administrative specialists, administrative services managers, business managers, and executive managers.

Although all of these occupations are administrative specialists or managers, each warrants a separate career track. Each of these career paths requires different knowledge, skills, and abilities and would not naturally lead to the other for career progression. However, a role for each of these occupations represents different levels of work, or career progression. Career paths may exist within a single role, extend to other roles in this Career Group, or to roles in other occupationally related Career Groups.

Role Descriptions

These roles are distinguished based upon the Compensable Factors of Complexity, Results, and Accountability and are used for position classification. These factors should be used for classification and compensation analysis. General Administration Supervisor I/Coordinator I

The General Administration Supervisor I/Coordinator I role provides career tracks for administrative specialists/coordinators and administrative supervisors who perform or supervise a variety of administrative and business functions in a unit, non-retail business, facility, or field office. The first career track is for supervisors who manage a variety of office and administrative employees performing a variety of well-defined administrative, business, and financial operations. The second career track is for administrative specialists who provide administrative support for program areas or an administrator.

General Administration Supervisor I/Coordinator I

COMPLEXITY

  • Plans and coordinates business management or administrative and support services.
  • May supervise administrative activities related to fiscal management, human resources, procurement and other administrative activities.
  • May serve as a specialist responsible for gathering facts, analyzing findings, reaching logical conclusions, recommending solutions and coordinating confidential or highly sensitive projects.
  • Applies knowledge of programs, operations, and administrative policies and procedures.
  • Frequent contacts with management and staff, general public, boards, and government officials to plan and/or coordinate activities and to serve as a resource person on administrative policies and procedures.

RESULTS

  • Administrative and business services are provided for a unit, division, facility or office.
  • Actions enhance operating efficiency of work unit(s).
  • Recommends resolution to administrative or business problems resulting in an effective program and satisfied customers.

ACCOUNTABILITY

  • May supervises administrative and support staff.
  • Some authority for decision-making based on function and interpretation of policy.
  • Independently performs complex administrative and leadership responsibilities.
  • Ensures that program, unit, or administrator operates at optimum efficiency.

The General Administration Supervisor II/Coordinator II role provides career tracks for either administrative specialist/coordinator or administrative services supervisors. The first career track is for senior-level professionals who plan, coordinate, and perform administrative activities for executives. The second career track is for supervisors of multiple administrative units within a division or facility requiring planning, coordinating and supervising of a variety of administrative and business services.

COMPLEXITY

  • Applies knowledge of federal and state laws, policies, rules, regulations for administrative areas and program services.
  • Plans, implements, and coordinates special projects, staff, and resources and prepares or supervises the preparation of management reports.
  • Provides training in administrative practices and procedures.
  • Handles multiple responsibilities.
  • Applies knowledge of office/business practices and procedures.
  • Ability to coordinate and/or supervise diverse administrative functions.
  • Ability to communicate effectively both in writing, such as special reports and speeches, and orally for presentations.
  • Interprets policy and develops procedures.

The General Administration Manager I role provides career tracks for the administrative services managers who are responsible for directing administrative/business management activities of a state agency satellite office or facility or a major division of a state agency or university. Employees do not typically have programmatic responsibilities.

  • Applies knowledge of administrative and business processes, personnel management, and budgetary controls.
  • Evaluates financial and human resource management activities to ensure compliance with state and federal laws, rules and regulations.
  • Develops, interprets, and applies policies and procedures.
  • Multiple and frequent internal and external contacts to consult with others on matters related to administrative/business management activities and implementing administrative policies and procedures.

RESULTS

  • May have considerable impact on the effectiveness and credibility of the organizational unit or agency.
  • Serves as a resource to others in solving moderately complex problems.
  • Impacts financial resources and/or public assets of agency and Commonwealth.

ACCOUNTABILITY

  • Manages administrative or business functions of a division or facility.
  • Considerable independence in decision-making on administrative matters.
  • Develops, interprets, and implements administrative and business policies and procedures.
  • Manages through subordinate supervisors’ activities to support the organization’s mission.

Employees do not typically have programmatic responsibilities.

General Administration Manager III

The General Administration Manager III role provides career tracks for executive-level managers who direct and oversee general administrative and business management functions within an agency to insure achievement of the agency mission and goals. This role also provides career tracks for the executive-level manager having both administrative and operational responsibilities.

  • Effective interaction with diverse constituencies including General Assembly members, government officials, and consumers on matters relating to operations of administrative/operational programs, resolution of major issues affecting the public or customers, and consulting on legislative issues.

  • Resolves unusually complex and sensitive problems.
  • Far reaching impact on financial resources, goodwill, economic development and/or public assets of the agency and Commonwealth.

  • Oversight of policy development, interpretation and implementation.

General Administration Manager IV

The General Administration Manager IV role is for executive managers functioning at the highest levels within an agency. Employees are responsible for the general management of multiple organizational components within an agency in order to ensure achievement of agency mission and goals.

COMPLEXITY

  • Provides executive leadership and management of agency operations, including guidance and direction of agency programs, administration, financial and budgetary matters.
  • Develops and provides issue analysis and alternatives for decision making.
  • Recommends and implements specific actions and ensures that decisions are implemented throughout the agency.
  • Applies knowledge of state government and Virginia legislative process by attending legislative meetings and monitoring legislation to determine the impact on the agency.
  • Effective interaction with diverse constituency groups including Governor, State Secretary, Attorney General’s office, Governor’s cabinet, political appointees, General Assembly members, board(s) and government officials to participate in management or policy meetings, respond to inquiries, and resolve management issues.

  • Extensive impact on the effectiveness and credibility of organizational unit(s) or agency.
  • Serves as a resource to others in solving unusually complex and sensitive problems.
