Concept of Work

This Career Group provides career tracks for land acquisition agents, property managers and others that develop, implement, or provide leadership and/or expertise in the acquisition of property for the Commonwealth. Responsibilities include inspecting, appraising, and assessing public and private property; determining damage to public and private property; managing project; negotiating property settlements, relocating property owners; managing, and/or selling of property; and ensuring that legal parameters/requirements are adhered to and followed. Other responsibilities may include providing leadership to property management programs that engage in activities such as assessing, managing, negotiating contract and/or lease agreements and inspecting public and private property, and serving as members of a preliminary engineering team. Employees perform responsibilities ranging from trainee to senior management. Employees may be required to meet licensure requirements in accordance with the Code of Virginia, Chapter 20.1 (54.1-2009 et seq.) of Title 54.1.

Land Acquisition and Property Management Agent I

The Land Acquisition and Property Management Agent I role provides career tracks for land acquisition agents and property managers who engage in duties associated with transportation right of way such as property appraisal, negotiation, relocation, and legal obligations. Responsibilities range from those of a trainee to entry-level and may include reviewing plans, researching records, participating in property appraisals, explaining program to affected persons, calculating cost estimates, conducting building inspections, preparing reports, and property management activities. Employees typically rotate through all functional right of way areas to learn program terminology, documents, practices, and principles.

Land Acquisition and Property Management Agent I

COMPLEXITY

  • Performs routine work with a diversity of assignments to learn all assigned program areas to become fully proficient.
  • Applies knowledge of methods and procedures related to property acquisition, real estate, appraisal, negotiation, legal, and relocation.
  • Contacts include a variety of individuals to receive technical information and to provide right of way information regarding various projects.
  • Applies basic knowledge of plan reading.

RESULTS

  • Effective work facilitates timely completion of phases or portions of right of way projects as well as cost containment.
  • Work impacts the accuracy and reliability of other processes activities, and services.

ACCOUNTABILITY

  • Receives close general and technical supervision from higher-level specialists or managers.
  • Seeks guidance and direction on a daily basis.
  • Learn through formal and/or informal training and mentoring program to perform duties for the next level.

 

NOTE: Individuals should not remain in the Land Acquisition and Property Management Agent I Role longer than eighteen months before progressing to the Acquisition and Property Management Agent II Role. The length of tenure in the Agent I Role will be based on previous experience, education, and assessment of skills when entering the Agent I Role. Completion of all licensing requirements is not necessarily expected before the employee is promoted to the next Role.

Land Acquisition and Property

Management Agent II

The Land Acquisition and Property Management Agent II role provides career tracks for land acquisition agents and property managers whose responsibilities range from entry- to journey-level such as: appraising property for acquisition; performing tax assessments; relocating property owners; working with attorneys and titles/closings/legal documents; consulting with engineers; identifying potential office space and negotiating leases (in State and non-State owned buildings); arranging and coordinating State office moves; and providing technical assistance to localities involved in the tax assessment of real and personal property; and property management activities. Employees may be required to meet licensure requirements in accordance with the Code of Virginia, Chapter 20.1 (§54.1-2009 et seq.) of Title 54.1.

Land Acquisition and Property Management Agent II

COMPLEXITY

  • Assignments have some diversity and may range from routine to advanced difficulty and may include planning, and/or coordinating or supervising the work of others.
  • Applies knowledge of property acquisition and real estate principles and law, condemnation law, assessment and taxation law, appraisal techniques for public and private properties.
  • Contacts are frequent and include state and local government officials, corporate representatives, claimants, legal representatives and the general public to provide justification for actions, explanation of plans, technical, cost, claim or safety information, and projected impact of project.
  • Identifies problems and develops/recommends solutions.

RESULTS

  • Decisions and/or actions directly impact the work of others and the timeliness, cost effectiveness, and delivery of services
  • Fair treatment of property owners.
  • Safety and well being of the public.
  • Accurate and fair assessment of property for revenue collection.

ACCOUNTABILITY

  • Some to significant authority for independent decision-making based on knowledge and interpretation of applicable regulation and procedures.

The Land Acquisition and Property Management Agent III role provides career tracks for land acquisition agents and property managers who perform, lead, and/or supervise: transportation right of way activities; property appraisals; tax assessments; analysis of property transactions; negotiation of complex, statewide contracts and leases; and property management activities. Employees may oversee a program and/or staff and be required to meet licensure requirements in accordance with the Code of Virginia, Chapter 20.1 (§54.1-2009 et seq.) of Title 54.1.

Land Acquisition and Property Management Agent III

COMPLEXITY

  • Considerable to unusual complexity of assignments.
  • Applies knowledge of principles, practices, techniques and laws related to specialty area of complex or litigated decisions, real estate, property appraisal, contracts, leases, or other right of way activities.
  • Contacts are diverse and include agency and local and state government officials, attorneys, Office of the Attorney General, and the general public to provide information and to advise on policy, procedure, and law.
  • Prepares specialized reports.

RESULTS

  • Work ensures compliance with state and federal law related to property appraisal, taxation, transactions, and right of way activities.
  • Highway construction projects completed on time, fair tax assessments, revenue for localities, cost-effectiveness, legal acquisition and disposition of state real property, and minimizing potential conflicts and litigation.

ACCOUNTABILITY

  • Decisions and recommendations are made on complex issues with considerable independence and by appropriately interpreting policies, procedures, and state and federal law.
  • May lead/supervise staff and provide technical and procedural direction
  • May make substantive recommendations to management.

 

The Land Acquisition and Property Manager I role provides career tracks for first-level managers who manage the work of staff engaged in equipment and facilities management or a transportation right of way program such as property appraisal, relocation, negotiation, reimbursement, legal, etc., and property management activities. Program and project planning and prioritization are typical responsibilities of this role. Employees may be required to meet licensure requirements in accordance with the Code of Virginia, Chapter 20.1 (§54.1-2009 et seq.) of Title 54.1.

Land Acquisition and Property Manager I

The Land Acquisition and Property Manager II role provides career tracks for senior-level managers who exercise broad discretion in developing, implementing, and/or administering multiple, regional, or statewide programs involving all aspects of acquisition and real property management.

COMPLEXITY

  • Applies knowledge of state and federal laws and litigation management of the multiple and varied programs managed.
  • Applies knowledge of real property acquisition, condemnation, disposal, transfers utilities and conveyances in a governmental setting; and real estate principles and practices and property management.
