Concept of Work

This Career Group provides career tracks for analysts, planners, and economists that perform or manage analytical work related to agency organization and operations; agency and state programs, plans, performance measures, policies, and procedures; regulatory and legislative processes; statistics; economics; central budgets; and research, development, and evaluation. The work ranges from entry-level analysis and planning to management as an executive in an agency having statewide impact.

Roles Comprising This Group

These roles describe the collective characteristics of the work performed by employees in the Policy Analysis and Planning Career Group. These roles define the typical career paths for employees who pursue careers as analysts, planners, and economists.

Although all of these occupations are analysts, each warrants a separate career track. Each of these career paths requires different knowledge, skills, and abilities and would not naturally lead to the other for career progression. However, a role for each of these occupations represents different levels of work, or career progression. Career paths may exist within a single role, extend to other roles in this Career Group, or to roles in other occupationally related Career Groups.

Policy and Planning Specialist I

The Policy and Planning Specialist I role provides career tracks for statistical or management analysts performing responsibilities ranging from entry level analysis to advanced level complex statistical or management analysis. This role also provides a career track for planners performing planning and analytical responsibilities ranging from entry level to journey level. Responsibilities include providing management with a comprehensive view of operations by contributing to the preparation of reports, conducting analytical and statistical research and by providing alternative solutions and assessments of the long range impact of work processes and other implications of studies and projects.

Policy and Planning Specialist I

COMPLEXITY

  • Assignments include data collection, specialized research, agency organizational studies, strategic planning, and statistical analyses.
  • Frequent contact with agency employees and managers to gather data or discuss findings.
  • Applies knowledge of research methodology; statistical and analytical techniques; and strategic planning, theory, and process.
  • Ability to analyze and compile data and to write reports and recommends actions.

RESULTS

  • Accuracy of information produced can affect the validity of analyses, recommendations, and conclusions of higher-level positions.
  • Accuracy of information may also impact agency revenue, resources, and performance.

ACCOUNTABILITY

  • Receives direction from higher level specialists and/or managers.
  • Makes recommendations and refers more complex issues to higher level positions.
  • Judgment and decisions are governed by standardized practices and procedures, work instructions from supervisor, or consultation on progress and results with others
  • May lead staff/teams.

The Policy and Planning Specialist II role provides career tracks for policy analysts and economists that perform journey level to advanced level research, analysis, and evaluation related to economics, policy, legislation, regulations, agency organization, planning, and central budgets. This role also provides career tracks for planners performing advanced level responsibilities. Positions frequently lead project teams that develop and implement recommendations with broad impact. Project management is often a responsibility.

Policy and Planning Specialist II

COMPLEXITY

  • Applies knowledge of research, analysis, planning, evaluation, and measurement techniques; and specialized knowledge of agency program areas, and related agency, state and federal policies.
  • May represent agency at legislative committee meetings, sub-committee meetings, board meetings, hearings and other public meetings.
  • Provides technical and/or administrative advice/guidance regarding the modification of policies, contracts and other program or procedural areas.
  • Frequent contacts with agency management, public officials, and special interest groups to discuss, interpret, and review research, studies, findings, and recommendations.

RESULTS

  • Impact on state and agency operations, policies, legislation, revenues, and costs associated with programs, processes, performance, and services.
  • Successful results impact economic or environmental conditions for state and local government, citizens, and industry.

ACCOUNTABILITY

  • Frequent responsibility for project leadership and management.
  • Considerable independence in project leadership, analyses, research, and evaluation.
  • May supervise other staff.
  • Decision-making based on knowledge of specialty area and interpretation of policy, laws, and regulations.
  • Provides leadership and guidance to agency management and others regarding policies, regulations, and other issues.

 

The Policy and Planning Manager I role is for first-level management positions that manage the work of staff engaged in the analysis and publication of labor market data; the conduct of studies of agency organization and operations; and activities related to policy development, planning, and performance measurement. Project planning, management, and review are typical responsibilities for this role.

Policy and Planning Manager I

COMPLEXITY

  • Manages diverse staff and projects.
  • Applies knowledge of research, analysis, planning, performance measurement, and evaluation methodologies. Specialized knowledge of agency program areas and project management.
  • Contacts include agency management and other public officials at local, state, and national levels to consult on projects or results of analysis.

RESULTS

  • Impact on management decisions related to agency plans, performance, and operations; and also on the reliability of data analyzed and published for public and private sector use.

ACCOUNTABILITY

  • Manages staff and projects by determining objectives, allocating resources, and approving final reports and publications.
  • Functions independently in the management of staff and work.

The Policy and Planning Specialist III role provides career tracks for the policy analysts and planners performing advanced level to expert level policy and planning analysis for multiple agencies. Employees are typically located in a central agency. Responsibilities include the development, implementation, and interpretation of central budgets, policies, plans, performance measures, programs, processes, and legislation. Employees evaluate and monitor programs and advise and make recommendations to state officials and executive management in state agencies.

Policy and Planning Specialist III

COMPLEXITY

  • Responsible for a broad range of complex analytical assignments, involving multiple organizations, programs, policies, and managers.
  • Applies knowledge of subject area, policies, government administration, and state legislative processes.
  • Contacts include executive level decision-makers such as agency heads and Governor’s staff to discuss recommended program, resource allocation, or policy changes.

RESULTS

  • Recommendations to state and agency decision-makers have a serious fiscal, budgetary, programmatic, regulatory, planning, performance, and/or policy impact at the agency, secretarial, and state levels.

ACCOUNTABILITY

  • Makes recommendations to state and agency decision-makers.
  • Functions independently in performing most duties.
  • Receives guidance from central agency management on more complex and sensitive issues.
  • May supervise staff or lead inter-agency teams.

 

The Policy and Planning Manager II role provides career tracks for managers responsible for managing/directing an array of planning, performance measurement, evaluation, policy, economic forecasting, or research projects critical to the agency’s mission. Employees may direct agency regulatory processes to ensure development and review in accordance with law. Employees represent the agency and act as liaison on complex policy, planning, performance, regulatory, and legislative matters.

Policy and Planning Manager II

COMPLEXITY

  • Manages/directs research, forecasting, development, implementation, and evaluation of complex local, state, and national issues, which affect policies, plans, regulations, performance, and legislation.
  • Applies knowledge of policy analysis, research methodologies, project management technologies, planning, performance measurement, and management principles and practices.
  • Extensive internal and external contacts with national, state, and local agencies; government officials; and legislators to plan and manage policy.

RESULTS

  • Considerable impact on the effectiveness of the State’s policies, procedures, economic and other forecasting, legislative proposals, and plans and performance.
  • Errors could result in serious economic impact upon state and local government and the state’s citizens and industry.
  • Decisions and actions directly impact confidence and consumer satisfaction.

The Policy and Planning Specialist IV role provides career tracks for analysts and planners serving as experts and advisors for individuals at the highest level in the Commonwealth’s government, such as the Governor, Cabinet Secretaries, Legislators, and Agency Directors. Employees guide the work of professional level staff involved in developing and recommending implementation of major statewide policy, programmatic, budgetary, regulatory, planning, performance, and fiscal initiatives.

Policy and Planning Specialist IV

COMPLEXITY

  • Projects often address controversial, unprecedented, and sensitive issues.
  • Applies knowledge of a variety of subject areas, policies, government administration, and state legislative processes.
  • Contacts include executive level decision-makers such as agency heads, legislators, and Governor’s staff to consult on new or proposed legislation and /or to discuss recommended actions.

RESULTS

  • Recommendations to state and agency decision-makers have critical fiscal, budgetary, programmatic, regulatory, planning, performance, and policy impact at the agency, secretarial, and state levels.

The Policy and Planning Manager III role provides career tracks for managers that direct divisions involved in developing and recommending implementation of major policy, programmatic, budgetary, regulatory, planning, measurement, and fiscal initiatives with statewide impact. Employees advise the Governor, Cabinet Secretaries, agency head, and other state officials on policy options, the executive budget, and the development and implementation of legislation, plans, performance measures, and regulations.

  • Manages division having diverse and multi-disciplined professional and analytical staff.
  • Applies knowledge of government administration and finance, program planning, performance measurement, evaluation, budgeting, and financial analysis.

  • Performs work of unusual difficulty involving strategic planning and interpreting complex policies and regulations.
  • Applies knowledge of government administration and finance, program planning, budgeting, performance measurement, evaluation, and financial analysis.
  • Contacts include executive level decision-makers such as agency heads, legislators, and the Governor, the Governor’s staff, and Cabinet to discuss statewide policy and financial programs and issues.

RESULTS

  • Decisions have agency-wide and statewide long-term impact.
  • Final recommendations to state and agency decision-makers have critical fiscal, budgetary, programmatic, regulatory, performance, and policy impact at the agency, secretarial, and state levels.

ACCOUNTABILITY

  • Effective leadership of agency managers and external agency management to meet statewide and agency goals and statutory mandates.
  • Functions independently to provide complex problem resolution with statewide implications.
