Concept of Work

This Career Group provides career tracks for program specialists who support or manage one or more programs. Programs may provide direct services to the public and/or be administrative in nature. Responsibilities range from immediate to long-term in supporting program goals, objectives, and service needs. Employees perform an array of technical, training, research, planning, policy, program assessment, and administrative activities. Employees perform responsibilities ranging from entry level professional to technical consultants and managers. Certification and/or licensure may be required.

Roles Comprising This Group

These roles describe the collective characteristics of the work performed by employees in the Program Administration Career Group. The roles define the typical career paths for program specialists who pursue careers as specialists in program areas, such as community service programs, criminal justice programs, administrative programs, advocacy and eligibility programs and human services programs.

Although all of these occupations are program specialists, each warrants a separate career track. Each of these career paths requires different knowledge, skills, and abilities and would not naturally lead to the other for career progression. However, a role for each of these occupations represents different levels of work, or career progression. Career paths may exist within a single role, extend to other roles in this Career Group, or to roles in other occupationally related Career Groups.

These roles are distinguished based upon the Compensable Factors of Complexity, Results, and Accountability and are used for position classification. These factors should be used for classification and compensation analysis. Recruitment and selection standards must be based on knowledge, skills, and abilities.

These two roles provide a dual career track for program specialists.

Program Administration Specialist I

The Program Administration Specialist I role provides a career track for program specialists who provide services in a program area that range from entry level professional to first-line supervisors. Employees’ responsibilities require a specialized knowledge of the program area and the laws, regulations, policies and procedures relevant to the program.

Program Administration Specialist I

COMPLEXITY

  • Applies knowledge of specific program(s) operations and technical aspects to make judgments of quality of services provided.
  • Applies knowledge of service programs including practices, methods, procedures, regulations, human rights, instruments, and equipment.
  • Responsibilities include: program planning and development; conducting studies and research; technical training and programmatic assistance; needs assessment and case management; habilitation and rehabilitation service development and implementation; housing, vocational and transportation related services; eligibility determination, program evaluation, client rights and/or grievance resolution; policy development and analysis; inspection and certification; and, coordination of resources.
  • Certification and/or license may be required.

RESULTS

  • Services provided meet the needs of a customer within a particular program.
  • Policies and procedures are interpreted to facilitate optimum service delivery and program performance.
  • Impacts the use of funds, staff, and program efficiency.
  • Provides technical and program advice to others.
  • Performs tasks that are specialized and affect the quality and level of services provided and the program’s success.

ACCOUNTABILITY

  • Direct accountability for service delivery without supervisory assistance.
  • May review the work of, lead or supervise staff.
  • May influence policy and program changes.

 

The Program Administration Manager I role provides a career track for first-level managers who perform day-to-day program administration and service delivery within organizational unit(s). Responsibilities include management of administrative, budgeting, operational and programmatic activities.

  • Applies knowledge of personnel management and budgetary controls.
  • Plans program activities.
  • Interprets and applies policies.
  • Frequent contacts with staff and the public to coordinate events, resolve problems and provide information and/or guidance.

  • Impacts the effectiveness of the organizational unit(s).
  • Serves as a resource to others regarding programmatic issues.

ACCOUNTABILITY

  • Manages a program or organizational unit.
  • Supervises subordinate supervisors.
  • Independently makes decisions within program parameters.
  • Interprets and implements policies and program requirements.

The Program Administration Specialist II role provides career tracks for program specialists who perform advanced-level responsibilities focusing on intermediate to long-range program issues affecting program activities and services development, planning, delivery, monitoring, and evaluation. Responsibilities may extend to local, state and federal organizations as well as private individuals in order to promote service delivery.

Program Administration Specialist II

COMPLEXITY

  • Applies knowledge of program area(s) and related administrative processes.
  • Frequent and varied contacts inside and outside of the organization are typically necessary in order to adapt resolutions for program success, e.g., developing policies and procedures, coordinating service delivery, promoting program(s) goals and objectives in addition to providing technical advice.
  • Responsibilities include: supporting long-range program planning and development; monitoring program performance and service delivery; interpreting, developing, analyzing, and recommending policies and procedures; managing grants; providing consultative services; conducting studies and research; monitoring and analyzing legislation; coordinating resources; and supervising program and administrative staff.
  • Ensures quality control of programs.

RESULTS

  • Services provided are essential to the maintenance of program(s) and service delivery.
  • Provides appropriate guidance and support to programs through research, supervision, and liaison activities.

ACCOUNTABILITY

  • Accountable for continued maintenance of program.
  • May supervise staff.
  • May have daily operational responsibility.
  • Work is performed with considerable independence within broad scope of program strategic mission and goals.
  • May oversee training programs.
  • Compiles reports for agency and external use.

 

The Program Administration Manager II role provides career tracks for managers who focus on immediate to long-range program issues affecting the management of a program. Typical responsibilities within this role include management of administrative, budgeting, planning, scheduling, operational, and programmatic activities.

Program Administration Manager II

COMPLEXITY

  • Applies knowledge of programs and analytical methods.
  • Manages administrative and operational aspects of assigned program.
  • Applies knowledge of general financial management principles and practices, human resources management and budgetary principles.
  • Establishes standards and approves policy changes.
  • Contact with other management, community resources, and programmatic staff to discuss recommendations or provide advice on complex studies.
  • May coordinate statewide program.
  • May serve as liaisons between field and central staff.

RESULTS

  • Services provided are essential in maintaining daily and long-range program success which may include multiple organizational units.
  • Decisions made affect program outcomes, service delivery, and funding.
  • Impacts agency programs, financial resources and/or public assets of the agency and Commonwealth.

ACCOUNTABILITY

  • Responsible for immediate service delivery and continued maintenance of program.
  • Staff development, leadership, and supervision.
  • Daily operational responsibility.
  • May report to a central agency office administrator and manages other professionals and/or supervisors.

The Program Administration Specialist III role provides career tracks for program specialists who serve as a subject matter expert and authority in an assigned area of responsibility. Specialists in this role are assigned the agency’s highest programmatic priorities. Responsibilities relate to the development, delivery, and support of statewide program activities and services, such as in criminal justice programs.

COMPLEXITY

  • Responsibilities are varied and require comprehensive knowledge in program area(s). Responsibilities include grant management, program planning and development, policy development and analysis, conducting studies and research, technical programmatic assistance, training, inspection and certification, monitoring and impact analysis of legislation, and coordination of resources.
  • Frequent and varied contacts are typically necessary for program success.
  • Serves as technical expert and authority in specialty area(s).

RESULTS

  • Services provided are essential to the management of programs and delivery of services.
  • Provides guidance and support to programs through research, grants management, and coordination of resources.

ACCOUNTABILITY

  • Decision-making and judgment in specialized area to include making strategic recommendations to management is accomplished with minimum guidance.
  • Responsible for interpretation and the proper application of laws and regulations.
  • Achievement of goals and objectives.
  • May serve as a lead worker.

 

The Program Administration Manager III role provides career tracks for managers who oversee multiple program activities that are long-range in focus. Responsibilities include management of complex programs; identification of target population needs, monitoring programs, evaluation of overall program performance, implementation of policies and procedures, and supervision of all levels of program personnel.

COMPLEXITY

  • Applies comprehensive knowledge of program activities and their impact on agency strategic mission in order to direct complex and/or multiple programs.
  • Applies knowledge of administrative, fiscal, and budgetary principles.
  • Manages administrative, planning, scheduling, operational, and diverse programmatic activities.
  • Contacts with the private sector, local officials, community groups, and boards may be required to acquire, combine, and prioritize use of resources (including finances, personnel, and facilities) to provide for program performance and service delivery.

RESULTS

  • Management of program ensures that program goals are met.
  • Relationships with contacts ensure appropriate levels of commitment to achieve programmatic goals.
  • Delivery of programs and services assures that client needs are being met.
  • Impact on agency programs, financial resources and/or pubic assets.

ACCOUNTABILITY

  • Accountable for accomplishing intermediate to long-range program goals associated with multiple organizational components.
  • Broad authority to exercise independence and initiative within program and agency’s goals.
  • Independently designs and manages assigned programs and activities.
  • Accountable for resource allocation of funds, staff, equipment, and services delivered.
  • Manages staff.
