Concept of Work

This Career Group provides career tracks for law enforcement officers who perform crime prevention, investigations, education, training, regulatory enforcement, security, traffic control, and public safety functions. This group includes officers performing duties ranging from trainee to advanced law enforcement, investigative, and compliance-oriented activities to administrative and programmatic activities at the manager and director level. Officer roles are authorized by the Code of Virginia to exercise full police powers, either within a limited or statewide jurisdiction, and most are responsible for carrying weapons.

Roles Comprising This Group

These roles describe the collective characteristics of the work performed by employees in the Law Enforcement Career Group. The roles define the typical career paths for employees who pursue careers as law enforcement officers, such as police officers, state police troopers, game wardens, marine resource patrol officers, and investigators.

Although all of these occupations are law enforcement officers, each warrants a separate career track. Each of these career paths requires different knowledge, skills, and abilities and may or may not lead to the other for career progression. However a role for each of these occupations represents different levels of work, or career progression. Career paths may exist within a single role, extend to other roles in this Career Group, or to roles in other occupationally related Career Groups. Law Enforcement agencies often use rank designations for career progression and may have mandated career progression.

These factors should be used for classification and compensation analysis. Law Enforcement Officer I

The Law Enforcement Officer I role provides career tracks for police officers that exercise general police powers within a limited jurisdiction or assigned regulatory area. These officers perform law enforcement, crime prevention, security, and related public safety functions within state controlled property, such as an educational institution, mental health facility, or other state agency.

Law Enforcement Officer I

COMPLEXITY

  • Duties range from trainee to full performance of law enforcement functions.
  • Refers non-routine actions to higher authority.
  • Applies laws and regulations as required.
  • Frequent contact with courts and local police departments, Commonwealth/City Attorneys, hospitals, public schools and fire department.
  • Law enforcement officer certification may be required of sworn officers.

RESULTS

  • May impact the agency’s customers, general public, and the legal system.
  • Actions may impact effectiveness of the organizational unit.
  • May be a deterrent to criminal acts and promote compliance with laws and regulations.

ACCOUNTABILITY

  • Has limited control of agency resources.
  • Officers may exercise significant authority over customers and the public to search, interview, detain and effect arrests within the authority granted under local, state and federal laws.
  • Use of force whether deadly or non-lethal, requires a high level of judgment due to potentially serious life threatening or civil consequences.
  • May make life and death decisions in certain situations.
  • Positions exhibit a high level of independence to close supervision in work functions.

 

Law Enforcement Officer II

The Law Enforcement Officer II role provides career tracks for law enforcement officers ranging from probationary status to complete agency training programs and certification to fully sworn officers performing journey to senior law enforcement activities. Duties may include independent patrols, inspections, investigations, arrests, search and rescue operations, evidence compilation and preservation, reports, testifying in judicial proceedings, educational presentations, and training. Work assignments are performed either within a limited jurisdiction, an assigned regulatory area, or have statewide jurisdiction.

Law Enforcement Officer II

COMPLEXITY

  • Officers make routine, independent decisions in delivering comprehensive services.
  • Lead and senior officers may include responsibility for investigations as well as training, coordinating, and assigning work within their field of assignment or expertise.
  • Concern over proper use of resources is required at this level.
  • Sound judgment in the proper application and interpretation of laws and regulations is required.
  • Interaction with courts, local police and Sheriffs Offices, Attorneys and other officials is required.

RESULTS

  • May impact the agency’s customers and the general public.
  • Affects resource utilization in a larger unit. Directly measurable results from attained objectives are a requirement.
  • Could exert a severe impact on organizational image.

ACCOUNTABILITY

  • For interpretation and the proper application of laws and regulations.
  • For the achievement of goals and objectives.
  • For decisions made under conditions ranging from predetermined to unknown.
  • May exercise significant authority over customers and the public to detain and effect arrests.
  • In smaller departments, may supervise and train staff.

The Law Enforcement Officer III role provides career tracks for officers that exercise the highest level of judgment, maturity, and expertise to perform specialized enforcement and support functions and/or supervision of others. Employees typically serve as special agents responsible for the most complex cases involving murder, rape, robbery, kidnapping, embezzlement, narcotics, money laundering, financial fraud and similarly severe criminal acts; as officers responsible for installing, maintaining, and operating surveillance and computer equipment in support of criminal investigations; as officers responsible for performing law enforcement duties and operating single-engine and/or multi-engine fixed and/or rotor wing aircraft for law enforcement, emergency evacuation, surveillance, and search and rescue missions; and as supervisors of significant law enforcement education or training programs.

COMPLEXITY

  • Advises lower and managerial staff on procedural functions and possible results.
  • Applies knowledge and training to achieve results.
  • Routinely uses the methods that make effective use of resources.

RESULTS

  • Has a high level of impact on the achievement of goals and objectives.
  • May have a substantial effect on staff morale and may have a large impact on agency or division image.

ACCOUNTABILITY

  • For effective use of resources.
  • May have delegated control of a substantial amount of agency assets.
  • May lead a team, or supervise staff.

 

The Law Enforcement Manager I role provides career tracks for managers that range from first line supervisors responsible for work activities within a specific program or geographical area to managers performing work through subordinate supervisors in a specific jurisdiction, geographic region, or statewide basis. Employees plan, organize, and direct enforcement activities to achieve goals and objectives usually within well-defined resource allocations. May prepare budgets and authorizing expenditures; review and complete administrative reports; and coordinate staff, programs, and equipment for the accomplishment of agency’s objectives.

Law Enforcement Manager I

COMPLEXITY

  • Manages resources that require mature judgment and effective decisions in order to make positive contributions to agency goals.
  • Responsibilities range from supervising staff; providing training to meet competency standards; establishing goals and objectives; preparing work schedules; allocating and directing resources; organizing and coordinating joint enforcement efforts with other law enforcement organizations; to coordinating/conducting special investigations, including covert operations.

RESULTS

  • Achievement of goals or objectives and strategies.
  • Impact may be life threatening and could cause loss of life and property and significant embarrassment to the agency.

ACCOUNTABILITY

  • For assigned resources and for the risk assumed by subordinate staff.
  • For goals and objectives assigned.
  • Poor decisions can be costly in terms of time, money, public goodwill, and the success of others within the agency.

 

Law Enforcement Manager II

The Law Enforcement Manager II role provides career tracks for managers ranging from mid-level supervisors, responsible for supervising investigative staff or a specialized unit, to senior command managers managing major law enforcement programs and a large staff. Senior managers in this role manage programs with multiple components and subordinate managers requiring extensive managerial competencies. Duties may include managing and directing law enforcement, criminal, and administrative operations; coordinating and directing complex criminal investigations; planning, monitoring, and evaluating budgets and allocation of resources; and managing communications, administrative support, and staff training and development programs.

  • Executes the organization’s mission in a given geographic or specialty area.
  • Large and sometimes complex pools of resources are expended.
  • May oversee highly technical support areas, such as communications, training and records management.

RESULTS

  • Results are directly measured against goals and objectives.
  • Results have a direct impact on public perception and consequence of error is great.
  • Severe errors may cause statewide embarrassment.

ACCOUNTABILITY

  • Positions are accountable to the agency executive staff and to the public.
  • Significant agency resources are expended and results must be commensurate.
  • Decisions made are critical to the public welfare.

 

Law Enforcement Manager III

The Law Enforcement Manager III role provides a career track for managers serving as assistant directors to director of the state’s most complex law enforcement operations. Duties encompass major operational areas, such as, administrative and field operations, the development of comprehensive policies and programs in response to governmental and legislative mandates, and statewide oversight of complex and diverse administrative support and law enforcement operations at the director and assistant director levels. The agency’s law enforcement mission, policy, and goals and objectives are determined at this level.

Law Enforcement Manager III

COMPLEXITY

  • Issues and problems encountered at this level may involve multiple agencies.
  • Significant resources are effected and controlled.
  • Decisions directly affect the agency’s mission.

RESULTS

  • Measured in relation to resources expended against pre-set goals and objectives.
  • Perception of safety by the general public is an indicator of performance.

ACCOUNTABILITY

  • Directly accountable to the agency head.
  • Mandates by the state legislature or by the Governor through the Secretary of Public Safety may be prescribed.
