Concept of Work
This Career Group provides career
tracks for compliance officers
who oversee investigations, audits or inspections of structures, facilities,
operations, processes, records, equipment and devices, use of dangerous
substances or fire safety. Employees enforce operational constraints,
laws, policies, and regulations for the general welfare and safety of
the public, or to reduce the incidence and impact of economic crime and
to increase consumer awareness. Authority to recommend corrective action
or impose fines, censure, sanctions or abatement as required by law. Employees’
duties range from entry level to director and many of the roles are technical
in nature.
Roles Comprising This Group
These roles describe the collective
characteristics of the work performed by employees in the Public
Safety Compliance Career Group. The roles define
the typical career paths for employees who pursue careers as inspectors
and
investigators.
Although all of these occupations are compliance officers,
each warrants a separate career track. Each of these career paths requires
different knowledge, skills, and abilities and may not naturally lead
to the other for career progression. However, a role for each of these
occupations represents different levels of work, or career progression.
Career paths may exist within a single role, extend to other roles in
this Career Group, or to roles in other occupationally related Career
Groups.

Compliance/Safety Officer I

The Compliance/Safety
Officer I role provides career tracks for Institutional
Fire Safety Inspectors and other inspectors
that perform routine inspections checking from a predetermined list or
set of well defined procedures for obvious safety violations, hazardous
conditions, or non-compliance with established laws or standards.

The Compliance/Safety
Officer II role provides career tracks for compliance
officers that perform routine to moderate level
investigations, reviews and/or inspections but is expected to judge compliance
against more complex standards requiring interviews, collection and analysis
of data, evidence accumulation, testing and/or computation of results.
May assist others in proper management of hazardous materials. May interpret
and communicate regulatory requirements to industry, consumers and the
general public.
Compliance/Safety Officer II
COMPLEXITY
|
- Standards are complex and deviation in some cases is justifiable.
- Applies knowledge, training or experience to assess and determine
compliance, collect and review data, and determine appropriate
course of action.
- Judgment of compliance is the expected norm.
- May have to be aware of removal procedures for hazardous materials.
- Uses various instruments, methods and processes requiring some
analytical skill and judgment.

RESULTS
|
- Deviation from standards may cause harm to a limited part of
the public.
- Could have a high cost in cleanup and/or result in peril to
public health, safety and/or economic well being of citizens.

ACCOUNTABILITY
|
- Moderate enforcement authority with high monetary penalties
or regulatory board or court imposed sanctions.
- Decisions may be costly to subject, the general population served
or the state if incorrect judgment is applied.

Compliance/Safety Officer III

The Compliance/Safety
Officer III role provides career tracks for
compliance officers
who perform advanced level investigations or inspections
of assigned cases and/or compliance audits. Responsibilities include interviewing,
analyzing or sampling various processes or records in complex manufacturing
or commercial enterprises, enforcing strict compliance with federal, state
and local regulation and law.
Compliance/Safety Officer III
COMPLEXITY
|
- Uses highly complex criteria, data collection, and interviewing
techniques.
- Applies knowledge, training or experience
to facilitate resolution of assigned cases, determine recidivism
and develop appropriate action. May suggest abatement procedures
to remedy problems.
- Uses measuring devices and instruments requiring analytical
skill and a very high degree of judgment.
- Handles moderate to difficult assignments.
- May provide training/guidance in the safe and legal management
of materials/programs.

|
- Affects the safety and well being of a broad sector of the general
population.
- Results reduce imminent danger of violation of public health
standards or professional and occupational safety issues, or impact
of economic crime.

ACCOUNTABILITY
|
- Recommends appropriate solutions that meet the intent of applicable
regulations.
- For the protection of the health and safety of the citizens
of the Commonwealth.
- For keeping managers informed on sensitive cases.
- Decides to pursue administrative or criminal proceedings or
court cases and recommends or imposes severe penalties
deciding the viability of citizens, licensees, operations and
processes.
- Seeks legal assistance in extremely sensitive cases.
- Determines compliance with federal and state regulations.
- Facilitates negotiated resolution of assigned cases when appropriate.

The Compliance/Safety
Officer IV role provides career tracks for compliance
officers whose responsibilities include acting
as a subject matter expert and/or first-line supervisor. Employees perform
the most complex evaluations and may recommend changes in the law to accommodate
new or variable processes or procedures.

COMPLEXITY

- Applies knowledge of all program areas and general knowledge
of laws and regulations or where to find detailed information
regarding areas of responsibility.
- Positions serve as technical subject matter experts in specialized
program areas.
- Handles most difficult assignments.
- May testify in court and recommend sanctions in major violations.
- Provides training/guidance to agency staff.
- Recommends procedural and/or resource changes to management.
- Handles the most sensitive cases.
- Licensure and/or certification may be required.

The Compliance
Manager I role provides career tracks for managers
who administer a program area and is responsible
for the attainment of pre-established goals and objectives. Evaluates
results as compared to standards and recommends remedial action. Requests
and assigns resources and evaluates results attained.
Compliance Manager I
COMPLEXITY

- Applies detailed knowledge of program areas assigned and general
knowledge of laws, rules and regulations governing program areas.
- Ability to effectively manage resources and to direct the work
of others.
- Licensure or certification may be required.

for shifts of resources when needed as problems arise. Provides overall
program support and evaluation of effectiveness as related to plans and
objectives. Reports policy issues to executive management and recommends
changes as appropriate.

Manager III role provides career tracks for
executive level mangers
who serve as the agency Deputy or in a very large organization manages
multiple programs, or serves as the Compliance and Safety Program Director,
reporting to the agency executive. Plans, directs, evaluates and controls
compliance/safety programs. May draft legislation and formulate policy
under the direction of the chief executive.
Compliance Manager III
COMPLEXITY

- Applies an in-depth knowledge of laws and regulations governing
the program area.
- Creates policy, and knows the organizational resources and their
use.
- Can determine the impact of enforcement and mediate the results.

RESULTS
|
- Within the constraints of law, regulation and established policy
is responsible for the effective administration of an agency compliance
program.
- Is responsible for the image and goodwill of the agency on a
program application level.
- Advises executive management on application of sanctions or
restraint in their use.
