Concept of Work
This Career Group Description provides
career tracks for trades technicians
and managers performing
manual maintenance, construction and grounds tasks in, around or on buildings.
Positions range from entry level to management. HVAC, Electrical, Plumbing,
Gas Piping, Fire Sprinkler, Fire Suppression, and Fire Alarm work has
to be performed by, or under the supervision, of tradesmen certified by
the Department of Professional and Occupational Regulation. Licensure
or Certification may be required for specific positions.
Roles Comprising This Group
These roles describe the collective
characteristics of the work performed by employees in the Building
Trades Career Group. The roles define the typical
career paths for trades technicians, who pursue careers, such as carpenters,
electricians, groundskeepers, welders, HVAC installers and repairers,
exterminators, locksmiths, masons, painters, plumbing steam fitters, and
others listed in the Trades Descriptors.
Although all of these occupations are trades technicians,
each warrants a separate career track. Each of these career paths requires
different knowledge, skills, and abilities and would not naturally lead
to the other for career progression. However, a role for each of these
occupations represents different levels of work, or career progression.
Career paths may exist within a single role, extend to other roles in
this Career Group, or to roles in other occupationally related Career
Groups.
Role Descriptions
These roles are distinguished based upon the Compensable
Factors of Complexity, Results, and Accountability and are used for position
classification. These factors should be used for classification and compensation
analysis. Recruitment and selection standards must be based on knowledge,
skills, and abilities as indicated in the Employee Work Profile.
Trades Technician I

The Trades
Technician I role provides career tracks for
trades technicians, such as grounds
workers or trades/utilities
workers, that perform a variety of tasks ranging
from routine and unskilled to semi-skilled tasks. Duties are incidental
and/or preparatory to grounds keeping, trades and/or maintenance tasks.
May assist higher-level trades technicians or higher-level craft personnel
who are performing a combination of trades assignments.
Trades Technician I

to lead. Some employees may supervise a small crew/staff.

Technician IV role provides career tracks for
the trades technicians whose responsibilities range from the expert technicians
to first line supervisors of trades technicians in one or more specialty
areas. The expert trades technician provides guidance to other technicians
or works on a "multi-trade" team requiring specialized skills
and knowledge in several trades areas.

Manager I role provides career tracks for managers
who responsibilities range from assisting in the planning and direction
of a buildings and grounds program to managing a comprehensive building
and grounds program for facilities such as a training center, rehabilitation
center, or hospital. Areas managed may include a power plant, buildings
and mechanical maintenance, ground maintenance, housekeeping and related
services.

who plan and direct a buildings and grounds program at a state agency
or institution having multiple facilities characterized by a large total
resident and staff population engaged in highly diversified and decentralized
activities.
Trades Manager II

TRADES DESCRIPTORS
Building Stone Quarryman
Positions perform journey-level work in the quarrying and cutting of
building stone. Valid driver’s license.
Buildings and Grounds
Positions lead a buildings and grounds program in a state institution
or agency. Considerable knowledge of physical plant maintenance and methods
of construction; general knowledge of the various trades; ability to work
from plans for improvement or alteration of buildings and equipment; ability
to plan, assign and lead the work of a varied group of skilled and semi-skilled
workers.
Carpentry
Positions range from performing a wide range of semi-skilled carpentry
tasks and related duties while working closely with a skilled carpenter,
including upholstery work, to providing direction and work expertise to
other trades technicians or serving as a trades specialist performing
highly skilled carpentry work such as cabinet making. Responsibilities
range from assisting technicians to modifying and repairing a variety
of structures from initial layout to final assembly. Skill in the use
of hand and power tools. Ability to perform heavy manual labor and work
from heights.
Electrical
Positions range from performing tasks in support of, or preparatory to,
the work of Electricians in the installation and maintenance of electrical
systems and equipment to performing complex electrical work in the installation
and maintenance of electrical systems and equipment to supervising the
work of other electricians and technicians. Skill in the use of electrician’s
tools and instruments used to install and maintain complex, high and standard
voltage, electrical equipment and systems. Knowledge of the standard practices
of the electrical trade, installation and maintenance of complex high
and standard voltage electrical equipment and systems, and the national
electric code. Tradesman Certification may be required.
Extermination
Positions perform journey level work and are responsible for a pest control
program for an institution of higher education, hospital, or a local health
department. Performs routine pest control preventive measures; conducting
inspections; investigating complaints from citizens or agency staff; mixing
and maintaining records of chemicals; and using various methods to exterminate
rodents, mosquitoes, termites, bats, roaches and other pests. Knowledge
of chemicals and the application methods used in the pest control industry;
pest habitats; and diverse pests and the appropriate treatment for control.
Skill in use of chemical applicators and other pest control equipment.
Certification is required.
Grounds Keeping
Positions range from planning to directing the day-to-day work of employees
to performing grounds planting and/or ground maintenance duties at an
agency or institution. Considerable knowledge of technical and supervisory
grounds keeping and horticulture functions and of related safety procedures
and techniques. Working knowledge of various types of plant diseases;
grounds care chemicals; mechanical operation and maintenance of various
types of grounds keeping equipment; and budgeting principles.
HVAC Installation and Repair
Positions range from journey level work of repairing, installing, and
maintaining heating, ventilation, air conditioning, and refrigeration
systems to highly skilled advanced specialized repair, maintenance, and
installation of heating, ventilation, air conditioning and refrigeration
systems while leading a group of HVAC Installation and Repair Technicians
and other skilled or semi-skilled trades workers. Knowledge of the principles
and methods associated with HVAC installation, repair, maintenance, installation
and the operation and maintenance of HVAC equipment, controls, auxiliary
equipment and systems. Skill in the operation and use of test and diagnostic
equipment as well as hand and power tools. Tradesman and/or CFC Certification
may be required.
Landscaping
Positions develop and maintain master landscaping plans, write specifications
for goods and services; and coordinate and direct landscape maintenance
and improvement projects to include procurement of contract personnel
and preparation of cost estimates. Work includes producing master landscape
plans and the design and layout of large-scale projects, which place considerable
emphasis on appearance and aesthetic value. Considerable knowledge of
plans and specifications for landscaping; horticulture, landscape construction,
pesticides, and turf management. Working knowledge of the operation/use
of tools and equipment associated with landscaping and grounds maintenance;
irrigation design and maintenance, budgetary principles, and bid and service
contract administration. Demonstrated ability to effectively direct the
work of other personnel.
Locksmith
Positions are responsible for developing and maintaining lock systems
and sub-systems for an agency, institution or facility. Maintain equipment
inventories, keep records of service calls, and assist in the installation
or repair of the more complex lock or security systems. Considerable knowledge
of lock and lock system construction and operation. Working knowledge
of agency programs and related regulations; principles and practices of
financial management; policy development; data systems; and procurement
policy; mechanical, electrical and electronic security systems; blueprints;
and record retention data systems. Locksmith and carpentry skills.
Masonry
Positions range from performing a wide range of semi-skilled mason plasterer
tasks or related duties while working closely with a skilled mason plasterer
to determining work methods to be used in accomplishing tasks to planning
and scheduling work assignments and inspecting ongoing and completed work
of Masonry personnel. Knowledge of the practices and methods of the bricklaying
and/or plastering/masonry trade and skill in the use of hand tools and
portable power tools relating to the trade.
Painting
Positions perform a variety of skilled painting and other related trade
tasks. Plans, schedules, and leads a crew of painters and other skilled
and semi-skilled trades workers or inmate crews. Responsible for all phases
of painting, glazing and furniture refinishing; and fundamental color
combinations in order to mix paint. Skill in the use of brushes, rollers
and spray equipment and other hand tools or equipment related to surface
preparation and painting. Valid driver’s license.
Plumbing Steam Fitting
Positions range from assisting Plumbers/Steam Fitters by performing a
variety of routine, unskilled or semi-skilled tasks to leading others
to performing a wide variety of skilled repair, installation and maintenance
tasks on steam distribution lines with hot water, cold water, boilers
and diverse institutional plumbing fixtures and related equipment. Knowledge
of the installation, repair and maintenance practices, equipment, and
materials used in heating and plumbing operations, including steam distribution
systems; of the agency’s procurement procedures and applicable building
codes and compliance requirements. Skills in the use of plumbing tools.
Tradesman Certification may be required.
Sheet Metal
Positions range from performing tasks that are incidental or preparatory
to the work of skilled sheet metal positions and assisting with all aspects
of sheet metal and roofing work to project planning, procurement of equipment
and materials, interpretation and application of specifications and codes,
and staff leadership. Knowledge of the sheet metal trade and roofing;
agency procurement policies; departmental policies, project planning requirements
and overall physical plant operation. Skill in the use of electric hand
and shop tools. Ability to interpret blueprints, plan work assignments,
calculate cost estimates and direct the work of others. Ability to perform
sheet metal and roofing duties.
Trades/Utilities
Positions range from performing journey repair and maintenance work in
a trades/utilities area to performing advanced skilled repair and maintenance
tasks in one or more specialized trades or utilities areas and general
repair and maintenance tasks in other trades/utilities areas, while leading
a crew of other skilled and semi-skilled trades workers or inmate crews.
Typically work as member of "multi-trade" teams responsible
for providing all repair and maintenance service required in an assigned
area of buildings and facilities of a college, university campus, or the
grounds of state agencies. Each team includes the capability of performing
electrical, carpentry, plumbing/steam fitting, and heating, ventilation,
and air conditioning (HVAC) repairs, or some similar combination. Knowledge
of the building trades and use of associated tools, equipment and materials.
Skill in the use of hand and power tools, gauges, and equipment used in
electrical, carpentry, plumbing/steam fitting, and HVAC work. Ability
to troubleshoot, test, diagnose, and repair a wide variety of electrical,
structural, mechanical, plumbing, and HVAC equipment, read and interpret
blueprints, diagrams, drawings, specifications, and operating manuals;
instruct and inspect the work of others engaged in trades/utilities work;
communicate with various levels of users and occupants of buildings and
facilities. Master Mechanic Certification in a skill trade (HVAC, electrical,
plumbing, etc.) may be required. HVAC vocational training certification,
HVAC control certification, pneumatic controls certification, boiler safety
certification may be required.
Welding
Positions perform welding on equipment and structures such as bridges,
buildings, or high-pressure vessels using advanced welding techniques
and equipment. Develops conceptual designs and fabricate equipment and
components to meet specific agency needs. Knowledge of welding techniques,
materials and equipment, and metallurgical properties and structural principles.
Skill in the operation of a variety of welding tools and equipment which
may include MIG, TIG, electronic/carbon arc, oxyacetylene torch, plasma
torch, wire, stick, and other welding equipment. Ability to read and interpret
blueprints and sketches. Valid driver’s license.
